ثنائية القرار الدبلوماسي روبرت لانسينغ – ودروو ولسن وإدارة التحول الاستراتيجي نحو الحرب(1915-1917)

لاشك أن نجاح الرئيس الأمريكي بصفته مشرعا للقرار السياسي يعتمد وجود أدوات تنفيذية فاعلة يأتي في مقدمتها وزير الخارجية الامريكية ، الذي يعد ناطقا باسم الرئيس وممثلا عنه في صياغة السياسة الخارجية للولايات المتحدة الامريكية.آلا أن علاقة الرئيس الأمريكي ودروو ولسن Woodrow Wilson (1856-1924) بوزير الخارجية روبرت لانسينغ Robert Lansing ( 1864-1928) لم تكن علاقة إدارية فحسب بل عكست تناقضا فكريا في إدارة الحياد الأمريكي وموقف الولايات المتحدة الامريكية المتناقض من تطورات الحرب العالمية الأولى. اذ أكد لانسينغ أن تأثير الولايات المتحدة الامريكية في الشؤون العالمية لابد أن يكون لصالح القيم الديمقراطية وضد الحكم المطلق وقد فضل استنفاذ الخطوات الدبلوماسية حتى إعلان معارضة الحكم المطلق . جاءت رؤية وزير الخارجية الأمريكي منسجمة مع خشية الرئيس ودروو ولسن ودعوته للتريث من التورط بالحرب بل إصراره على وضع هيكلية متكاملة لإعادة ترسيم عالم ما بعد الحرب .
